Clashes between Tibetans, gov't spread in China (AP)

BEIJING ? Deadly clashes between ethnic Tibetans and Chinese security forces have spread to a second area in southwestern China, the government and an overseas activist group said Wednesday.

The group Free Tibet said two Tibetans were killed and several more were wounded Tuesday when security forces opened fire on a crowd of protesters in Seda county in politically sensitive Ganzi prefecture in Sichuan province. It quoted local sources as saying the area was under a curfew.

According to the Chinese government, a "mob" of people charged a police station in Seda and injured 14 officers, forcing police to open fire on them.

The official Xinhua News Agency said police killed one rioter, injured another and arrested 13.

The spread of violence came after some 30 Tibetans sheltered in a monastery after being wounded when Chinese police fired into a crowd of protesters in neighboring Luhuo county, a Tibetan monk said Tuesday. He said military forces had surrounded the building.

The monk would not give his name out of fear of government retaliation, and the Draggo monastery could no longer be reached by phone Wednesday.

The counties have been tense for some time, and at least 16 Buddhist monks, nuns and other Tibetans have set themselves on fire in protest in the past year. Most have chanted for Tibetan freedom and the return of their spiritual leader, the Dalai Lama, who fled to India amid an abortive uprising against Chinese rule in 1959.

Many Tibetans resent Beijing's heavy-handed rule and the large-scale migration of China's ethnic Han majority to the Himalayan region. While China claims Tibet has been under its rule for centuries, many Tibetans say the region was functionally independent for most of that time.

"Chinese forces are responding with lethal force to Tibetans' ever-growing calls for freedom," Free Tibet director Stephanie Brigden said in a statement Wednesday.

A man who answered the telephone at the Seda county government office would not confirm or deny the group's account of Tuesday's violence. He would not give his name.

Later Wednesday, phone lines for Seda police and government offices were constantly busy while calls to many other numbers in the county could not be connected.

Xinhua cited a police officer as saying the mob gathered Tuesday afternoon to storm the Chengguan Police Station and that they attacked police with gasoline bottles, knives and stones.

"They also opened fire at us, injuring 14 police officers," the report quoted the officer as saying.

Chinese authorities have similarly blamed Monday's unrest in Luhuo on a "mob" and said that overseas advocacy groups are twisting the truth about what happened in order to undermine the government. The government says order has been restored there after one Tibetan died and four others were injured. It said five police were wounded.

The International Campaign for Tibet says three were killed on Monday, including the brother of a religious leader in a local monastery.

Independent confirmation of the clashes is difficult due to a heavy security presence and lack of access to outsiders.

The United States, which will host Chinese Vice President Xi Jinping at the White House next month, has expressed grave concern at the reported violence.

U.S. Special Coordinator for Tibetan Issues Maria Otero urged Beijing to address "counterproductive policies" in Tibetan areas that have created tensions and threatened Tibetans' religious, cultural and linguistic identity.

U.S. State Department spokeswoman Victoria Nuland said Washington has always been clear with China about its concerns for the human rights of Tibetans and others. She said the U.S. would be "just as clear" when Xi visits next month.

British Foreign Minister Jeremy Browne said the U.K. also was concerned. "I urge the Chinese government to exercise restraint, to release full details of the incidents, and to work to resolve the underlying grievances," his statement said.

    Officials: Car bombs kill 14 across Baghdad (AP)

    BAGHDAD ? A wave of car bombings hit the Iraq capital on Tuesday, killing 14 people and wounding more than 70 as violence surges in the country amid an escalating political crisis a month after the U.S. military withdrawal.

    At least 170 people have died in attacks since the beginning of the year, many of them Shiite pilgrims attending religious commemorations. The last American soldiers left the country Dec. 18.

    Suspected Sunni insurgents have frequently targeted Shiite communities and Iraqi security forces to undermine public confidence in the Shiite-dominated government and its efforts to protect people.

    Tuesday's first attack targeted an early morning gathering of day laborers in Baghdad's Sadr City neighborhood. Police said eight were killed and another 21 wounded. Minutes later, an explosives-packed car blew up near a pastry shop in the same district, killing three people and wounding 26, police said.

    Later in the morning, two more explosives-laden cars detonated, killing three and wounding 29 people.

    A parked car bomb exploded near a high school at 10:30 a.m. in the predominantly Shiite neighborhood of Shula in northern Baghdad, killing two students and wounding 16 others, most of them also students, according to local police.

    In the neighboring district of Hurriya, one person was killed when an explosives-packed car, parked along a busy commercial street detonated five minutes after the Shula blast, police officials said. Thirteen people were injured in that bombing.

    Hospital officials in Baghdad confirmed the death toll. All officials spoke on condition of anonymity because they were not authorized to talk to the media.

    While insurgents have carried out a number of deadly attacks in recent years, there is little indication so far that the country is slipping back toward the widespread sectarian bloodshed of 2006 and 2007.

    Nonetheless, these recent attacks are seen as particularly dangerous because they coincide with both the departure of U.S. troops, as well as a political crisis pitting Shiite officials against the largest Sunni-backed bloc.

    The political battle erupted last month after the Shiite-led government issued an arrest warrant against the Sunni vice president, Tareq al-Hashemi, on terrorism charges, sending him into virtual exile in the Kurdish autonomous region in northern Iraq. In protest, al-Hashemi's Sunni-backed Iraqiya bloc has been boycotting parliament and Cabinet sessions, bringing government work to a standstill.

    Sunnis fear that without the American presence as a last-resort guarantor of a sectarian balance, the Shiite government will try to pick off their leaders one by one, as Prime Minister Nouri al-Maliki tries to cement his own grip on power.

    Last week, the leader of the Sunni-backed Iraqiya bloc, Ayad Allawi, accused al-Maliki of unfairly targeting Sunni officials and deliberately triggering a political crisis that is tearing Iraq apart. Allawi, who is a Shiite, said Iraq needs a new prime minister or new elections to prevent the country from disintegrating along sectarian lines.

    GREENVILLE, S.C. ? So just where was the beef?

    It turns out that the great ham house standoff had no sizzle, no matter how you sliced it.

    GOP presidential rivals Mitt Romney and Newt Gingrich were expected to cross paths at a campaign stop in Greenville as they rallied voters on primary day. But the much-hyped Republican run-in failed to materialize after Romney showed up at Tommy's Ham House earlier than originally planned.

    A sea of "Newt 2012" and "Romney" signs jostled in the packed restaurant.

    Romney departed about 20 minutes before Gingrich arrived. When Gingrich walked in he said, "where's Mitt?"

    Earlier, Gingrich urged voters to support him if they want to stop Romney from winning the nomination.

    Gingrich stopped by The Grapevine restaurant in Boiling Springs not long after the polls opened g. He told diners who were enjoying plates of eggs and grits that he's the "the only practical conservative vote" if Republicans want to slow Romney, described by Gingrich as a Massachusetts moderate.

    Gingrich said he would put a stop to federal actions against South Carolina's voter ID and immigration laws.

    The former House speaker, who has seen his support rise in the days before the primary, said "polls are good, votes are better."

    After disappointing finishes in Iowa and New Hampshire, the former House speaker hit his stride as the nation's first Southern primary neared, rallying conservatives behind him as the most viable alternative to the former Massachusetts governor.

    Fueled by fiery debate performances and assisted in part by his Southern roots, Gingrich counted on a strong performance Saturday in South Carolina's GOP primary to catapult him back into the top tier of White House hopefuls.

    EU agency issues guideline on biosimilar MS drugs (Reuters)

    LONDON (Reuters) ? European regulators took another step towards opening the market for copies of biotech drugs on Friday by releasing a draft guideline on how companies should test biosimilar medicines containing interferon beta, used to treat multiple sclerosis.

    The guideline is open for consultation until the end of May 2012 and is part of a package of new regulations being prepared by the London-based agency.

    Guido Rasi, the organization's new executive director, told Reuters on January 6 the watchdog would issue its final guideline on biosimilar monoclonal antibodies -- the biggest category of biotech medicines -- in March or April.

    Leading multiple sclerosis (MS) drugs containing interferon beta include Merck KGaA's Rebif and Biogen Idec's Avonex.

    Up to now, complex biotechnology medicines, which are given by injection, have been largely immune from generic competition, unlike conventional chemical pills and capsules.

    But the regulatory landscape is starting to change, posing a threat to leading biotech groups like Roche and Amgen, as well as makers of MS drugs and suppliers of insulin, such as Novo Nordisk.

    Pro-Gbagbo rally attacked, many injured (AP)

    ABIDJAN, Ivory Coast ? Numerous supporters of ex-President Laurent Gbagbo were injured when their rally was attacked on Saturday, according to the United Nations.

    A statement issued by the U.N. peacekeeping mission in Ivory Coast said that "many were injured" during the meeting of the Ivorian Popular Front party, known by its French acronym of FPI.

    For 10 years, the Gbagbo-led FPI dominated the political scene in this former French colony in West Africa. The party has been reduced to a shell of its former self ever since Gbagbo was forced from power last April.

    Reached by telephone, FPI spokesman Augustin Guehoun said that U.N. peacekeepers provided security for the rally, but armed intruders were able to gain access to the crowd, which had come to express support for Gbagbo.

    "We had all the authorization (required to hold a rally) but we were aggressed. They started throwing stones then they began shooting," Guehoun said.

    Gbagbo was held under house arrest for seven months after being toppled by Alassane Ouattara's forces. He was transferred to The Hague in November, where he is now awaiting trial for crimes against humanity committed by his army in the standoff that followed the 2011 election.

    Although Gbagbo lost that election, he refused to cede power, forcing Ouattara to enlist the help of a rebel army which removed the former leader with the help of U.N. airstrikes.

    Human rights groups say that abuses have been committed by both sides, and now that Gbagbo has been removed, the worst atrocities are being committed by Ouattara's armed forces, who are accused of massacres, rapes and summary executions of Gbagbo supporters.

    (AP) ? Dredging up a past that Newt Gingrich has worked hard to bury, the GOP presidential candidate's second ex-wife says Gingrich asked for an "open marriage" in which he could have both a wife and a mistress.

    In an interview with ABC News' "Nightline" scheduled to air Thursday night, Marianne Gingrich said she refused to go along with the idea that she share her husband with Callista Bisek, who would later become his third wife.

    The explosive interview was airing just two days before the presidential primary in South Carolina, a state with a strong Christian conservative bent, and as Gingrich tries to present himself as the strongest alternative to front-runner Mitt Romney.

    In excerpts of the interview released ahead the ABC broadcast, Marianne Gingrich said her husband conducted his affair with Callista "in my bedroom in our apartment in Washington" while she was elsewhere.

    "He always called me at night and always ended with 'I love you,'" she said. "Well, she was listening."

    Marianne Gingrich, who was Gingrich's second wife, said Gingrich told her "Callista doesn't care what I do."

    "He was asking to have an open marriage and I refused," she said. "That is not a marriage."

    She also said Gingrich moved to divorce her just months after she was diagnosed with multiple sclerosis.

    "He also was advised by the doctor when I was sitting there that I was not to be under stress," she said. "He knew."

    Gingrich, asked by a voter Thursday about his past mistakes, said questions about his past life were inevitable but that he'd long since sought forgiveness. He said he expected attacks when he got into the race.

    "We knew we would get beaten up," he said while campaigning in Beaufort, S.C. "We knew we'd get lied about. We knew we'd get smeared. We knew there would be nasty ads and we decided the country was worth the pain."

    He told reporters that he wouldn't say anything against his ex-wife, but added that his two daughters from his first marriage had written to ABC to complain that the interview was "tawdry and inappropriate." He didn't answer questions about the specifics of the interview, directing questions to his daughters.

    In an interview Thursday with The Washington Post, Marianne Gingrich said that within days of asking for a divorce, her husband gave a speech in which he stressed the importance of ethics and family values in American culture.

    "How could he ask me for a divorce on Monday and within 48 hours give a speech about family values and talk about how people treat people?" she said.

    Marianne Gingrich said she and Gingrich went to marriage counseling after he asked for the divorce, but that he wavered over what to do and asked for an open marriage to allow him to see whoever he wanted.

    She said she decided to go public about the details from their marriage now in order "to get out there about who I was, so Newt couldn't create me as an evil, awful person, which was starting to happen."

    Marianne Gingrich has said that Gingrich proposed to her before the divorce from his first wife was final in 1981; they were married six months later. Her marriage to Gingrich ended in divorce in 2000, and Gingrich has acknowledged he'd already taken up with Bisek, a former congressional aide.

    The House speaker who pilloried President Bill Clinton for his affair with Monica Lewinsky was himself having an affair at the time.

    As plans to air the interview were disclosed, Gingrich's campaign released a statement from his daughters, Kathy Lubbers and Jackie Cushman, suggesting that Marianne Gingrich's comments may be suspect given the emotional toll that divorce takes on everyone involved.

    "Anyone who has had that experience understands it is a personal tragedy filled with regrets, and sometimes differing memories of events. We will not say anything negative about our father's ex-wife," they said. "He has said before, privately and publicly, that he regrets any pain he may have caused in the past to people he loves."

    Gingrich has worked in recent years to present himself as changed man, offering himself in this campaign as a 68-year-old grandfather who has settled down with wife No. 3 and embraced God through Catholicism.

    Last year, he said it would be up to voters to decide whether to hold his past against him.

    "I think people have to look at me, ask tough questions, then render judgment," he said then.

    But he may not have been banking on his ex-wife, who has been silent so far in the 2012 campaign, to re-start that conversation.

    Afghan official: 12 killed by suicide attacker

    KABUL, Afghanistan (AP) ? An Afghan official says 12 people have been killed by a suicide bomber on a motorcycle in southern Afghanistan.

    Daud Ahmadi, a provincial spokesman, says at least 23 others were wounded in the Wednesday afternoon blast in Kajaki district of Helmand province.

    Mohammad Ismail, the deputy of the Afghan security forces coordination office in the area, says the suicide bomber blew himself at a bridge that was under construction.

    Also on Wednesday, an Afghan intelligence official in Nad Ali district of Helmand province and two of his body guards were killed in an explosion.

    Ahmadi says a remote-controlled bomb was detonated as the intelligence official, Wali Mohammad Khan, walked out of his house.

    KABUL, Afghanistan (AP) ? A senior Afghan official said Wednesday that NATO forces killed five civilians, including one woman and two children, during a night raid earlier this week in northeastern Afghanistan.

    A NATO statement said the alliance was aware of a military operation in Chawkay district of Kunar province on Monday and was checking into the report.

    Sayed Fazelullah Wahidi, governor of Kunar province, which includes the district, said the raid occurred Monday night. He said coalition helicopters fired into a compound, killing two militants and five civilians, including a woman and two children.

    Coalition troops and Afghan special forces have been carrying out regular nighttime kill-and-capture raids against suspected insurgents across Afghanistan.

    But the operations and allegations of civilian deaths have provoked anger over foreign meddling in Afghanistan and whether detention operations will be run by the Afghans or Americans.

    President Hamid Karzai has demanded that foreign troops stop entering homes, saying Afghan citizens cannot feel secure if they think armed soldiers might burst into their houses in the middle of the night.

    In November, Karzai convened a traditional national assembly known as a Loya Jirga that stopped short of demanding a complete end to night raids. Instead, it asked that they be led and controlled by Afghan security forces.

    Meanwhile, Afghan security forces said they had killed nine armed insurgents and captured 23 suspects in a series of raids in the past 24 hours.

    An Interior Ministry statement issued Wednesday morning said the operations in eight different provinces also uncovered caches of weapons, ammunition and explosives.

    The Afghan Defense Ministry says a soldier was killed and four were wounded in clashes with insurgents on Tuesday.

    Fighting across the country appears to have decreased in recent weeks, after heavy snows blanketed much of the mountainous terrain in which the Taliban usually operate.

    (AP) ? Seattle, a city more accustomed to rain than snow, prepared Tuesday for a potentially major snowstorm to hit as the city's mayor urged residents to stay off roads.

    Many school districts in the western part of the state, including Seattle, canceled classes for Wednesday, when the area was expected to get several more inches of snow.

    Snow has been falling steadily in parts of western Washington and Oregon since the weekend, but National Weather Service meteorologists said the biggest amounts could come on Wednesday. The new round of snow was expected to start falling just before the morning rush hour in the Seattle area, meteorologist Doug McDonnal said.

    "Wednesday is going to be a good day to stay at home," said Brad Colman, another Weather Service meteorologist in Seattle. "The road is going to be treacherous."

    The Seattle metropolitan area could get 3 to 5 inches of snow, with 3 to 6 inches in the Olympia area and 1 to 2 inches north of Seattle. The Cascade Mountains could see 1 to 3 feet of new snow through late Wednesday.

    If the past is any hint, even several inches of snow has the potential to paralyze the city of Seattle. The city owns relatively few snowplows, and Seattle drivers are mostly inexperienced with driving in snow or ice.

    Crews were salting and sanding streets, some local agencies prepared to open emergency shelters and commuters made plans to stay at home. Officials warned of high avalanche danger in the Cascades.

    Bec Thomas, who lives Camano Island north of Seattle, was hunkering down. She stocked up on bottled water and food. While her children built snowmen, made snow angels and sledded in nearly a foot of fresh snow, she made food that could be reheated on her woodstove.

    The last snowstorm knocked out her power for a week.

    "We take it very seriously," said Thomas, a fine arts photographer. "We'll probably be snowed in until Thursday."

    John Lee, a graphic designer who lives in Mill Creek north of Seattle, decided to work from home Tuesday when he looked out his window and saw several inches of snow on the ground and more falling.

    "Snow is beautiful to look at but it's kind of a hindrance for us to work and commute," said Lee, 23, who works in Seattle. "This is the first snow we've seen all season, so it's a bit exciting in that way. I hope it doesn't escalate to something bigger."

    The weather service issued a winter storm warning from Tuesday night to Wednesday night for much of Western Washington. A storm warning was also issued for much of eastern Washington from early Wednesday to Thursday night.

    Snow from the new storm was expected to start falling first on the Washington coast, where conditions will also be windy.

    Forecasters predicted that about 6 inches of snow could fall on Spokane by Wednesday with several more inches falling Thursday. The Pullman area could see as much as 12 inches of new snow by Wednesday night.

    Washington state troopers advised motorists to plan ahead and be prepared.

    "The No. 1 thing is to drive for the road conditions," Trooper Keith Leary said. "People need to slow down, take their time. If they're not prepared, don't get out on the roadways."

    In Oregon, log trucks spun out on ice, school districts closed bus routes and colleges cancelled early classes. The amount of actual snowfall varied across the state, but traffic accidents and clogged roadways were the norm across a northern strip of the state that extended from the coast to the Cascades and included the northern lowlands in the Willamette Valley.

    Snow has steadily been falling in Olympia since Sunday, and large snowflakes continued to fall Tuesday with several inches on the ground at the Capitol.

    In Portland, the city was still stinging from the fallout of a 2008 winter snowstorm that caused major traffic backups and public transportation delays.

    This year, the city's Bureau of Transportation spread a de-icing solution over major roadways. The solution, calcium magnesium acetate, is considered less toxic and non-corrosive.

    Portland does not use rock salt to prevent ice.

    "We're not expecting huge accumulations of snow," said Bureau of Transportation spokeswoman Cheryl Kuck. "But we're ready for anything."

    Snow on Tuesday canceled or delayed classes in many school districts in the region. Seattle Public Schools, the state's largest school district, closed schools two hours early on Tuesday.

    UK scientists find 'lost' Darwin fossils (AP)

    LONDON ? British scientists have found scores of fossils the great evolutionary theorist Charles Darwin and his peers collected but that had been lost for more than 150 years.

    Dr. Howard Falcon-Lang, a paleontologist at Royal Holloway, University of London, said Tuesday that he stumbled upon the glass slides containing the fossils in an old wooden cabinet that had been shoved in a "gloomy corner" of the massive, drafty British Geological Survey.

    Using a flashlight to peer into the drawers and hold up a slide, Falcon-Lang saw one of the first specimens he had picked up was labeled 'C. Darwin Esq."

    "It took me a while just to convince myself that it was Darwin's signature on the slide," the paleontologist said, adding he soon realized it was a "quite important and overlooked" specimen.

    He described the feeling of seeing that famous signature as "a heart in your mouth situation," saying he wondering "Goodness, what have I discovered!"

    Falcon-Lang's find was a collection of 314 slides of specimens collected by Darwin and other members of his inner circle, including John Hooker ? a botanist and dear friend of Darwin ? and the Rev. John Henslow, Darwin's mentor at Cambridge, whose daughter later married Hooker.

    The first slide pulled out of the dusty corner at the British Geological Survey turned out to be one of the specimens collected by Darwin during his famous expedition on the HMS Beagle, which changed the young Cambridge graduate's career and laid the foundation for his subsequent work on evolution.

    Falcon-Lang said the unearthed fossils ? lost for 165 years ? show there is more to learn from a period of history scientists thought they knew well.

    "To find a treasure trove of lost Darwin specimens from the Beagle voyage is just extraordinary," Falcon-Lang added. "We can see there's more to learn. There are a lot of very, very significant fossils in there that we didn't know existed."

    He said one of the most "bizarre" slides came from Hooker's collection ? a specimen of prototaxites, a 400 million-year-old tree-sized fungus.

    Hooker had assembled the collection of slides while briefly working for the British Geological Survey in 1846, according to Royal Holloway, University of London.

    The slides ? "stunning works of art," according to Falcon-Lang ? contain bits of fossil wood and plants ground into thin sheets and affixed to glass in order to be studied under microscopes. Some of the slides are half a foot long (15 centimeters), "great big chunks of glass," Falcon-Lang said.

    "How these things got overlooked for so long is a bit of a mystery itself," he mused, speculating that perhaps it was because Darwin was not widely known in 1846 so the collection might not have been given "the proper curatorial care."

    Royal Holloway, University of London said the fossils were 'lost' because Hooker failed to number them in the formal "specimen register" before setting out on an expedition to the Himalayas. In 1851, the "unregistered" fossils were moved to the Museum of Practical Geology in Piccadilly before being transferred to the South Kensington's Geological Museum in 1935 and then to the British Geological Survey's headquarters near Nottingham 50 years later, the university said.

    The discovery was made in April, but it has taken "a long time" to figure out the provenance of the slides and photograph all of them, Falcon-Lang said. The slides have now been photographed and will be made available to the public through a new online museum exhibit opening Tuesday.

    Falcon-Lang expects great scientific papers to emerge from the discovery.

    "There are some real gems in this collection that are going to contribute to ongoing science."

    Dr. John Ludden, executive director of the Geological Survey, called the find a "remarkable" discovery.

    "It really makes one wonder what else might be hiding in our collections," he said.
