Chinese media says vice president appears in public

BEIJING (Reuters) - China's leader-in-waiting Xi Jinping appeared in public on Saturday for the first time in about two weeks, visiting a Beijing university in what appeared to be an effort to dispel rumors of serious illness and a troubled succession.

In a brief English-language report, the Xinhua news agency said Vice President Xi "arrived at China Agricultural University Saturday morning for activities marking this year's National Science Popularisation Day".

A single picture on the government's website (www.gov.cn) showed Xi, with a slight smile and wearing a black informal jacket over a white shirt, walking around the university.

Reuters had reported that Xi was likely to make an appearance on Saturday.

Sources have told Reuters that Xi hurt his back while swimming earlier this month and that he had been obeying doctors' orders to get bed rest and undergo physiotherapy.

A Reuters reporter at the university saw a man with sleek black hair wearing a white shirt -- who from a distance looked like Xi -- getting loud applause as he stepped out of the building housing an exhibition and raised his arms up and down twice in a gesture of vigour.

There was a light security presence around the university, but a building housing a science exhibition was closed off by police and plain clothes guards.

Hundreds of students applauded, some shouting "Vice President Xi" or even "President Xi".

A roar went up when his car rushed by and Xi waved his hand out the window.

"It was him for sure," said one student, who had taken a blurry shot of the car on his smart phone. "He must be better." The student refused to give his name.

The news spread rapidly on China's popular Twitter-like microblogging site Sina Weibo, with users referring to Xi as the "crown prince" to avoid the usual censorship associated with the names of top leaders.

"He looks well," wrote one user.

"In the future he should take better care when he goes swimming," added another.

Xi had been out of the public eye for almost two weeks and had skipped meetings with foreign leaders and dignitaries, including U.S. Secretary of State Hillary Clinton.

Chinese government officials repeatedly refused to say what had happened to him, fuelling speculation that has included Xi supposedly suffering a heart attack, a stroke, emergency cancer surgery and even an attempted assassination.

The health of the country's leaders has long been considered a state secret in China.

The ruling Communist Party's refusal to comment on his disappearance from public view and absence from scheduled events was in keeping with its traditional silence on the question of the health of top leaders, but it had worried or mystified most China watchers.

Xi had last appeared in public on September 1. He pulled a back muscle while swimming shortly before Clinton arrived on an official visit on September 4, the sources had said, forcing him to scrap a meeting with her the next day and also with Singapore Prime Minister Lee Hsien Loong.

Beijing has yet to announce formally a date for the party's five-yearly congress, at which Xi is tipped to replace Hu Jintao as party chief, although it is still expected to be held in mid or late October at the earliest.

In March next year, he is formally to take over the reins of the world's second-largest economy.

The uncertainty surrounding Xi's absence has had no impact so far on Chinese or foreign markets, which have been absorbed by Europe's debt crisis and China's own economic slowdown. But investors have been keeping a close eye on the mystery surrounding Xi, after months of political drama in China.

Senior leader Bo Xilai was suspended from the party's 25-member Politburo in April and his wife convicted of the murder of a British businessman. Blind human rights activist Chen Guangcheng escaped from house arrest in April and took refuge in the U.S. embassy before leaving for New York.

In another scandal this month, a senior ally of President Hu was demoted after sources said the ally's son was killed in a crash involving a luxury sports car.

2 Marines killed in attack in southern Afghanistan

WASHINGTON (AP) ? Heavily armed insurgents attacked a British air base in southern Afghanistan Friday, killing two U.S. Marines and wounding several other troops, U.S. officials said.

Prince Harry, third in line to the British throne, is stationed at the base on a four-month combat tour. There was no immediate word on his whereabouts at the time of the attack.

U.S. officials said the attack at Camp Bastion in Afghanistan's Helmand province involved a range of insurgent weaponry, possibly including mortars, rockets or rocket-propelled grenades, as well as small arms fire.

Lt. Col. Stewart Upton, a spokesman at Camp Leatherneck, a U.S. Marine based adjacent to the air base, confirmed the attack and said two coalition service members had been killed but he did not specify their nationalities.

Upton said coalition forces were assessing the extent of the damage and would provide more details later.

Camp Bastion is a British air base and is used by the Marines at Leatherneck.

A number of aircraft at the base also were hit by insurgent fire, another U.S. official said.

Capt. Harry Wales, as the prince is known in the military, is serving a four-month combat deployment as a gunner on an Apache helicopter. Harry, who turns 28 on Saturday, is expected to start flying Apache missions this week. This is his second tour in Afghanistan.

It also was not clear Friday whether the attack was connected at all to the protests and violence across the Muslim world this week that has been linked to an anti-Islamic film. Afghanistan's southern region has been a hotbed of the insurgency and frequent attacks.

NYSE to pay $5 million to settle SEC market data case

WASHINGTON (Reuters) - The New York Stock Exchange will pay $5 million to resolve U.S. civil charges that it gave certain customers "an improper head start" on trading information, marking the first time a U.S. exchange has faced a financial penalty from market regulators.

The case against the exchange, brought by the Securities and Exchange Commission, is part of a wider crackdown by the SEC on exchange compliance issues as the agency pursues more market structure-related investigations.

In a statement, the New York Stock Exchange, operated by NYSE Euronext, said on Friday the SEC was not alleging "any intentional misconduct or that the NYSE data delays caused any investor harm."

"NYSE is pleased to have this matter resolved, and believes that the settlement is in the best interest of its shareholders, clients and employees," said NYSE Euronext Chief Executive Duncan Niederauer.

The SEC's case hinges on alleged violations of a rule known as REG NMS, which was adopted in 2005 to ensure customers get the best price and to promote fair access to market data.

The rule prohibits exchanges from improperly sending market data to proprietary customers before sending the information to the consolidated tape for broader public consumption.

The SEC said that NYSE violated the NMS rule beginning in 2008 by sending data through two of its proprietary feeds before sending it to the consolidated feeds.

NYSE agreed to retain an independent consultant to review its systems. The exchange operator said that technology upgrades in 2010 and 2011 corrected the problems at the center of the SEC's investigation.

UNICEF hails rapid progress on child survival

LONDON (Reuters) - Countries across the world are making rapid progress on child survival rates, showing it is possible to bring down child mortality significantly in two decades, the United Nations Children's Fund said on Thursday.

In its latest report on child survival, UNICEF hailed a sharp drop of about 40 percent in the number of children under the age of five dying, with the estimated global toll falling from nearly 12 million in 1990 to 6.9 million in 2011.

There was progress across diverse nations with varied wealth, UNICEF said, providing evidence that neither a country's regional nor economic status was necessarily a barrier to being able to reduce child death rates.

Poor countries such as Bangladesh, Liberia and Rwanda, middle-income countries such as Brazil, Mongolia and Turkey, and high-income countries such as Oman and Portugal, all made what UNICEF described as dramatic gains, lowering their under-five death rates by more than two-thirds between 1990 and 2011.

Anthony Lake, UNICEF's executive director, said the decline was a "significant success" and testament to the work of governments, donors, agencies and families.

"But there is also unfinished business," he added. "Millions of children under five are still dying each year from largely preventable causes for which there are proven, affordable interventions."

The report found that child deaths are increasingly concentrated in sub-Saharan Africa and South Asia, which together accounted for more than 80 percent of all under-five deaths in 2011. On average, one in every nine children in sub-Saharan Africa dies before reaching the age of five, it said.

"These lives could be saved with vaccines, adequate nutrition and basic medical and maternal care," said Lake. "The world has the technology and know-how to do so. The challenge is to make these available to every child."

CLEAN WATER AND VACCINES NEEDED

More than half the pneumonia and diarrhea deaths - which together account for almost 30 percent of under-five deaths worldwide - occur in just four countries: the Democratic Republic of the Congo, India, Nigeria and Pakistan.

Vaccines to prevent pneumococcal disease and rotavirus, leading causes of pneumonia and diarrhea, are widely available in wealthy countries but are still only gradually being rolled out in poorer nations.

Barbara Frost, chief executive of British-based charity WaterAid, said UNICEF's report also underlined the need for urgent focus on improving sanitation and access to clean water in developing countries.

The report showed that 11 percent of child deaths - equating to 759,000 a year or 2,079 a day - are due to diarrheal diseases, of which 88 percent can be attributed to a lack of clean water, safe sanitation and hygiene.

"Reducing under-five deaths by over 40 percent in the last two decades shows that real progress can be made, but the sad uncomfortable truth is that diarrhea remains the second largest killer disease of children," Frost said in a statement.

"With more children dying from diarrhea caused by lack of access to clean water and safe sanitation than AIDS, malaria and measles combined, we all need to focus on these basic interventions that we know work."

Pneumonia is the biggest killer disease of children, according to the World Health Organisation.

Latest data for 2010 shows that about one in three of the world's population still lack access to safe sanitation and one in 10 do not have clean drinking water.

Studies shed light on how to reduce the amount of toxins in plant-derived foods

ScienceDaily (Sep. 12, 2012) ? A number of environmental toxins pose considerable health threats to humans, and the heavy metal cadmium (Cd) ranks high on the list. Most of us are exposed to it through plant-derived foods such as grains and vegetables. Now, new research offers ways in which investigators can reduce the amount of Cd found in the food we eat, according to a review published online September 12th in the Cell Press journal Trends in Plant Science.

"Cadmium is virtually everywhere in the environment, and it is taken up into the human body and bioaccumulates for decades in the kidney," says first author Dr. Stephan Clemens, of the department of plant physiology at the University of Bayreuth, in Germany. Cd exposure may lead to kidney dysfunction, osteoporosis, cancer, cardiovascular disease, and other serious health conditions. Because there is no safe level of cadmium exposure, there is an urgent need for lowering its intake.

Most Cd enters the body through plant-derived foods because plants can efficiently take up Cd from the soil. "We need to further develop molecular understanding of the mechanisms that lead to plant Cd uptake for the reduction of Cd levels in food. Fortunately, our knowledge is growing," says Dr. Clemens.

In their recent review, Dr. Clemens and his colleagues examined studies investigating how Cd accumulates in certain plants, and they used the information to determine how we might develop low Cd accumulating crops. "Through excellent basic rice molecular biology and genetics research, we have in the past couple of years learned a lot about why one rice plant accumulates more Cd in the grain than another rice plant even when they are grown on the same field," he explains. "This knowledge can now be used for targeted and efficient breeding to develop cultivars that retain their favorable characteristics but transport less Cd to the grain." He adds that we should also make an effort to better understand Cd accumulation in other crop plants such as wheat and potato. The authors note that, to their knowledge, breeding for low Cd accumulation is not common practice, but it should be possible because there is such variation in Cd uptake by different varieties of rice, wheat, and other plants, and because research has identified genes that can be used as markers to select specific varieties to breed.

It would of course be best to get rid of Cd in the environment, "but it will take a long time to achieve this; in the meantime we need other solutions," says Dr. Clemens.

(AP) ? Robert Griffin III is the first rookie quarterback to win an offensive player of the week award after his debut game.

The NFL announced Wednesday that Griffin is the NFC offensive player of the week for his performance in the Washington Redskins' 40-32 win over the New Orleans Saints.

The No. 2 overall draft pick completed 19 of 26 passes for 320 yards with two touchdowns and no interceptions in Sunday's victory ? making him the first player in league history to amass 300-plus yards passing, two or more passing touchdowns and no interceptions in an NFL debut.

Griffin is also the first rookie quarterback to throw for at least 300 yards and win a season opener.

The league started giving the player of the week awards in 1984.

First evidence for a genetic cause for Barrett's esophagus

ScienceDaily (Sep. 9, 2012) ? Genetic variations that are linked with the onset of Barrett's esophagus (BE), a pre-cancerous condition of the lower end of the gullet, have been identified for the first time. The discovery of variations in regions on two chromosomes makes it possible to develop screening tests for people at high risk of developing the disease.

Although it's been thought for some time that there may be genetic causes for BE as well as environmental ones, such as drinking alcohol and eating fatty food, so far researchers have not found any genetic variations that are associated with the condition.

Now, a multi-national team of researchers led by Professor Janusz Jankowski of the Blizard Institute of Cell and Molecular Science at Queen Mary, University of London (UK), has identified genetic variations on chromosome 6p21 and on chromosome 16q24. Their research is published online September 9 in Nature Genetics.

BE [1] is a condition in which abnormal changes occur in cells lining the lower end of the gullet. It is usually caused by acid reflux and the incidence has been increasing over the past few years, with 10-20 per cent of patients with acid reflux developing BE. It can progress to become Barrett's dysplasia, when the cells become pre-cancerous, and can then develop into esophageal adenocarcinoma (cancer). Five-year survival following a diagnosis of adenocarcinoma is less than 15 per cent, and so it is important to detect and treat the conditions while they are still in their early stages.

Professor Jankowski and colleagues, from over 100 centres in the UK and 20 more around the world, conducted a genome-wide analysis in which they analysed 660,000 genetic variations in 1,800 patients with BE and tested the top 200,000 genetic variations in another set of 1,105 patients, comparing them with large groups of people (over 5,000 in total), acting as controls, who did not have BE. During this process they identified variations in the sequence of single nucleotides -- the molecules, A, T, C or G that make up DNA -- in two chromosomes. They then tested these two single nucleotide polymorphisms (SNPs) in a further 4,500 patients.

"After these stages, the two SNPs on chromosomes 6p21 and 16q24 showed compelling evidence that they were associated with the development of Barrett's esophagus," said Professor Jankowski. "This is the first time a genetic link has been shown. Our findings provide a basis for genetically screening 30 per cent of the Western population who get acid reflux to see which 10 to 20 per cent of them -- three per cent of the population overall -- will go on to develop BE. These genetic variations will also form the basis for developing new targets for therapy.

"Given that BE is known to be a precursor to esophageal cancer, it is quite possible that these genetic variations could also be risk factors for developing the cancer and they may give us clues as to the biological mechanisms involved."

The researchers found that one of the genetic variations was close to a gene, FOXF1, which is known to be involved in the development of the gastrointestinal tract (the esophagus, stomach and intestines), and the other to the major histocompatability complex (MHC) region where there are genes involved with the immune system, inflammation and the sense of smell.

"Our results provide direct evidence for a genetic cause for Barrett's esophagus," said Professor Jankowski. "Although it's not completely clear yet what roles are played by the underlying genes, the location of one of the SNPs near to the gene FOXF1 suggests there may be structural factors in the stomach and esophagus that predispose a person to develop the condition. This is consistent with evidence that a structural deficit, namely hiatus hernia, is known to be strongly associated with BE. We also found evidence to show that SNPs that are known to be associated with increased body weight were also showing a likely association with BE; this suggests that genetic effects may partly underpin the epidemiological observation that obesity is a risk factor for BE."

He continued: "In man, the MHC region occurs on chromosome 6 and consists of 150 genes, of which at least 50 per cent have functions in immunity, auto-immune responses or surveillance. Finding a gene here suggests that the immune system is not under control and is in over-drive in patients with BE. This suggests that it could be controlled by anti-inflammatory agents."

The researchers plan to test another 10,000 patients in order to replicate these results and to see if they can find any other genes that can predict who will go on to develop BE.

"We now know that BE can be inherited like Crohn's or coeliac disease. We have shown that it is likely that the body's control of inflammation and subtle changes to repair mechanisms dictate predisposition to the disease. Our findings make it possible to screen people to predict who will progress to develop BE, and enable us to design new drugs to treat the condition. Given that reflux esophagitis is the commonest medical condition in the Western adult population, affecting one in three people, these finding have a huge potential impact," concluded Professor Jankowski.

BE occurs in about two per cent of the population, with the highest risk among men over 50 years old in developed countries. The risk of developing esophageal adenocarcinoma among people with BE has been estimated to be approximately 0.4-1 per cent a year. esophageal cancer is the eighth most common cancer worldwide with nearly 482,000 new cases diagnosed and about 406,500 deaths each year [2].

Griffin shines as Redskins down Saints, 40-32

NEW ORLEANS (AP) ? Robert Griffin III brought his Heisman Trophy swagger to New Orleans and made his NFL debut look like a Big Easy.

Showing a veteran's composure by scrambling only when necessary, the dynamic Redskins rookie quarterback tormented New Orleans' defense with 320 yards passing and two touchdowns, and Washington held on for 40-32 victory over the Saints on Sunday.

"I've won a high school state championship and a bowl game in college, but to play in the NFL, the pinnacle of it all, and win your first game against a Hall of Famer in Drew Brees, it's at the top," Griffin said while cradling the game ball he had just been given. "After the game, (Brees) told me he was proud of me. That's big for him to say after he just lost the game."

New Orleans hoped to open the season with a defiant show of force in the wake of the bounty scandal that overshadowed its offseason. The Saints also got a boost Friday when a three-member appeals panel reinstated defensive end Will Smith and linebacker Jon Vilma, who had been suspended for their roles in the Saints' alleged pay-for-pain bounty program.

Smith started, while Vilma, deemed unfit to play after offseason knee surgery, received a rousing ovation when he walked onto the field to lead the Saints' traditional pregame "Who-dat" chant.

Instead of riding that emotional high, the Saints spent much of the game trying to keep up with a Redskins offense powered by youth. Opening with several short, quick throws, Griffin completed his first eight passes. His seventh pass, released just before he was leveled on by blitzing safety Malcolm Jenkins, hit Pierre Garcon in stride over the middle for an 88-yard touchdown, tying the second-longest scoring pass by a quarterback making his NFL debut.

"It's great for any quarterback to get a couple of easy passes at the beginning of a game so you can get into a rhythm," Griffin said. "They were giving us those looks and I took advantage of them."

Griffin finished 19 of 26 with no interceptions and a passer rating of 139.9. He also scrambled for 42 yards.

"Robert did an unbelievable job to play the way that he did in his first game in the National Football League," said Redskins coach Mike Shanahan, marveling at "the poise that he played with and some of the throws that he made."

Rookie Alfred Morris rushed for 96 yards and two touchdowns. Receiver Aldrick Robinson, a second-year pro making his NFL regular-season debut, had a 5-yard touchdown catch among four receptions for 52 yards.

Brees quickly dismissed the idea that disruptions from the bounty probe, which resulted in a season-long suspension for coach and offensive mastermind Sean Payton, was to blame for New Orleans shaky start.

"Not at all. It's the NFL. You better bring it every week," Brees said. "We knew the type of team they were. We knew the type of defense they were. They just came in and played better than we did, made fewer mistakes than we did, made more plays than we did."

In fact, Brees' expectations for what remains of the season hardly seemed diminished.

"We lost the first game of year last year and finished 13-3," Brees said. "So there's no doubt that we can do it and we have the mentality and the guys to do it."

The Saints pulled to 40-32 on Darren Sproles' 2-yard reception. But when Washington required a first down to all but put the game away, Griffin delivered a 22-yard strike to tight end Logan Paulsen.

After that, the Redskins ran the clock down to 22 seconds before the Saints got the ball back. Brees desperation pass was intercepted by Reed Doughty near the Redskins' goal line as time ran out.

That marked the second interception for Brees, who in 2011 completed a single-season record 71.2 percent of his passes, but managed to hit on only 46 percent (24 of 52) against Washington.

"That makes you angry," Brees said, raising his eyebrows and shaking his head as he talked about completing less than half of his passes. "We're better than that and we're going to be better than that."

Brees still finished with 339 yards and three touchdowns, including scoring passes of 33 yards to Lance Moore and 20 yards to Jimmy Graham. That might have been enough if not for Griffin, the former Baylor star selected second overall in the draft.

The Texas native, whose family is from New Orleans, had been to Saints games in the dome before and seemed unfazed by the noise.

In the second quarter, he danced out of the pocket to avoid pass rushers before rifling a pass across the field to tight end Fred Davis for a 26-yard gain. He punctuated another scramble with a 27-yard pass to Santana Moss, setting up Billy Cundiff's second field goal, which made it 20-7.

Griffin finished the first half with a perfect 158.3 passer rating, the first time a rookie had done so with 10 or more attempts.

Still, the Saints got back within one touchdown before halftime.

Marques Colston fumbled a reception inside the Redskins 5 and the ball squirted out of the end zone for a touchback. But Martez Wilson blocked Sav Rocca's punt and Courtney Roby scooped up the ball for a touchdown to make it 20-14.

Washington responded, aided by a pass interference call against safety Roman Harper on a long pass into the end zone. The Saints vigorously disputed the call with the replacement officials, but to no avail.

The Saints might not have been pleased with the officials, but it was mostly their own mistakes that cost them ? penalized 12 times for 107 yards.

"Today the difference was penalties," said Saints interim coach Aaron Kromer. "It was third-and-long way too many times."

As fewer people seek jobs, unemployment rate dips

WASHINGTON (AP) ? U.S. employers added 96,000 jobs in August, a tepid figure that points to the economy's persistent weakness and slowing prospects for the unemployed.

The unemployment rate fell to 8.1 percent from 8.3 percent in July. But that was only because more people gave up looking for jobs. People out of work are counted as unemployed only if they're looking for a job.

The sluggish job growth could slow the momentum President Barack Obama hoped to gain from his speech Thursday night to the Democratic National Convention.

They could also make the Federal Reserve more likely to unveil a new bond-buying program at its meeting next week. The goal would be to lower long-term interest rates to encourage borrowing and spending.

Hourly pay fell in August, manufacturers cut the most jobs in two years and the number of people in the work force dropped to its lowest level in 31 years. The government also said 41,000 fewer jobs were created in July and June than first estimated.

SHRINKING WORK FORCE

The unemployment rate declined in August, but for a bad reason: The government doesn't count people as unemployed if they've stopped looking for a job.

The number of people working or looking for work shrank in August by 368,000, the government said. The reasons vary, economists say.

Many people, after months of looking for a job without success, give up. But this group of "discouraged" workers doesn't fully capture the phenomenon.

New parents, for example, may quit a job to focus on raising children.

An older worker who's laid off may claim Social Security benefits instead of looking for a new job.

And there's also a demographic shift underlying the trend: Baby boomers are retiring.

The result is that the percentage of working-age Americans with a job or looking for one has dropped to 63.5 percent, a 31-year low.

WHO'S UNEMPLOYED?

When the government surveys 60,000 U.S. households each month to determine the unemployment rate, it doesn't actually ask anyone if they're unemployed.

Instead, Census workers ask a series of questions, in phone or in person. Some are detailed. For example:

Do you own a business?

Did you work for pay? If not, did you provide unpaid work for a family business or farm? (Those who did are considered employed.)

Only then are the survey participants asked whether they had a job and, if so, whether it was full- or part-time.

The government's definition of unemployed is someone who's out of work and has actively looked for a job in the past four weeks.

Those without jobs who haven't looked in the past month but did look in the past year are considered "marginally attached" to the work force.

NOT SO FAST

Will the Federal Reserve go big next week?

Some economists expect a new bond-buying program to be announced.

Others aren't so sure. Most do think the Fed will unveil something, after Chairman Ben Bernanke said last week that the Fed will do more to help the economy.

But they don't see a bold move. Not yet, anyway.

Sal Guatieri of BMO Capital Markets thinks the most likely Fed step will be to extend its timetable for keeping short-term rates at record lows. Currently, the Fed plans to keep rates there until at least late 2014. Guatieri said he thinks that target will be extended to mid-2015.

But by late December or early next year, Guatieri says the Fed could begin more bond buying, perhaps focused on lowering mortgage rates.

GOVERNMENTS HURTING, NOT HELPING

In normal recoveries, government hiring helps economies recover from recessions.

Not this time.

When you count the 7,000 public-sector jobs lost in August, governments at all levels ? federal, state and local ? have slashed 670,000 jobs since the recession ended in June 2009. By contrast, private companies have added 3.5 million jobs.

It's the first time since World War II that governments have shed jobs this deep into an economic recovery. At this point ? three years and two months ? into the nine previous postwar recoveries, government jobs had risen an average 8 percent.

This time, they're down 3 percent.

OBAMA'S BREAK-EVEN MILESTONE

Here's a milestone that's difficult for President Barack Obama to brag about: There are 133.3 million Americans working ? 261,000 short of the number when he was inaugurated in January 2009.

Of course, any comparison of now vs. then must take into account the huge numbers of jobs lost ? and then gained ? in between.

BIG HOLE TO FILL

The U.S. job market still has miles to go just to get back to where it was before the Great Recession.

The economy lost nearly 8.8 million jobs from the time employment peaked in January 2008 until it bottomed in February 2010.

Including the 96,000 jobs added in August, the United States has regained fewer than 4.1 million jobs, or 46 percent, of those lost jobs. Which helps explain why this is by far the feeblest recovery since World War II.

A mixed open on Wall Street after weak jobs report

NEW YORK (AP) ? Stocks are edging between small gains and losses in early trading on Wall Street Friday following news the U.S. economy added fewer jobs than expected in August.

The Dow Jones industrial average was down one point at 13,291 after the first hour of trading. The Standard & Poor's 500 was up three at 1,436 and the Nasdaq was up less than a point at 3,136.

The government reported that 96,000 jobs were created in the U.S. last month, fewer than economists were expecting. The unemployment rate fell to 8.1 percent from 8.3 percent, but only because more people gave up looking for work.

Tech bellwether Intel dealt the market a blow by cutting its revenue outlook because of weak demand for its semiconductors. Intel fell 79 cents, or 3 percent, to $24.30.

The small stock gains follow big ones Thursday. U.S. stocks hit four-year highs after the European Central Bank announced plans to buy an unlimited amount of short-term government bonds from struggling countries in the region such as Italy and Spain. The hope is that the borrowing costs of those countries will ease, making a breakup of the 17-nation euro zone less likely.

The weak jobs report in the U.S. increased expectations that the Federal Reserve could announce more steps at its meeting next week to encourage lending and keep interest rates low by buying Treasury bonds.

Analysts from RBS wrote in a note to investors that they now see the likelihood of the Fed announcing new asset purchases next week at 90 percent. "We expect the Fed to act in September," they wrote.

Bond prices rose as a result, sending their yields lower. The yield on the benchmark 10-year Treasury note fell to 1.60 percent from 1.67 percent late Thursday.

Overseas, the new bond-buying plan by the European Central Bank sent stocks up sharply. The Hang Seng index in China rose 4 percent, and Japan's Nikkei rose 2 percent.

Most major markets in Europe are rising, too. Benchmark indexes rose 0.7 percent in Germany and 0.6 percent in France. Italy's main index rose 2 percent.

Campaign Finance Question On Colorado Ballot ? CBS Denver

DENVER (AP) ? An initiative to encourage Colorado?s congressional delegation to propose a U.S. constitutional amendment to limit campaign contributions and spending will be before voters this November.

The Colorado Secretary of State?s office said Wednesday that supporters of the initiative collected enough signatures to put the question on the ballot. The proposal would also instruct state lawmakers to ratify the campaign finance limits if Congress chooses to pass them.

But the ballot question would be symbolic and have no practical effect if it passes because such a measure can?t require state or congressional representatives to support certain policies.

The proposal addresses 2010 U.S. Supreme Court Citizens United ruling lifted many restrictions on spending from corporations and unions in elections.

The question will appear on the Colorado ballot as Amendment 65.

Employers Added 201,000 Jobs Last Month, Report Signals

Three bits of good news about jobs were just released.

"Private-sector employment increased by 201,000 from July to August on a seasonally adjusted basis," according to the latest ADP National Employment Report.

And ADP revised up its estimate of the job growth in July ? to 173,000 from the 163,000 it previously reported.

"The August increase of 201,000, following a solid gain in July, supports the notion that the underlying trend in hiring has picked back up after slowing sharply during the spring," Joel Prakken, economist and chairman of Macroeconomic Advisers, says in the ADP report.

Also this morning, the outplacement firm Challenger, Gray & Christmas reported that the number of layoffs announced by U.S. employers hit a 20-month low in August. It said that companies "announced plans to shed 32,239 workers from their payrolls in August ... the fewest number of monthly job cuts by US-based firms since December 2010, when layoffs totaled 32,004."

The firm cautioned against reading too much into the trend (layoffs have eased in recent months): "The three-month decline in the pace of downsizing may be further evidence of an improving economy or it may simply be a summer lull in jobcut activity."

Finally, the Employment and Training Administration just said that there were 365,000 first-time claims filed for jobless benefits last week, down from 377,000 the week before.

We'll hear much more about August's job growth and unemployment on Friday when the Bureau of Labor Statistics issues its data about the month. It's first swipe at July's figures put the unemployment rate at 8.3 percent and the number of jobs added to payrolls at 163,000.

While the ADP report and the BLS report have in recent months tended to generally agree on the job market trends, they don't necessarily track each other closely on the specifics. Bloomberg News says the median forecast of economist it has surveyed indicates BLS will report Friday that payrolls rose by 127,000 in August and the jobless rate stayed at 8.3 percent.

Prakken, though, says in the ADP report that the gain in jobs it detected "is strong enough to suggest that the national unemployment rate may have declined."

ETF Trading Report - Zacks Investment Research

American equity markets were flat again today as traders patiently await key meetings from central banks and economic reports to decide equities? path in September. With this backdrop, the Dow added about 12 points while the broader indexes finished in the red as the Nasdaq slumped by 0.2% and the S&P 500 fell by 0.1%.

From a sector look, oil and the broad transport sector were the biggest losers on the day, although their respective industries did see relatively mixed trading, while banking, health care, and entertainment were the few sectors that definitively finished in the green. In terms of standouts, UNP, COP, and UPS all finished the session lower by at least 2.3% while on the upside, GS and CLF both added more than 3% in Wednesday?s trading (see 4 International ETFs Yielding more than 5%).

Meanwhile, the dollar also trended lower on the day, although strength was seen against the euro and the pound in the session. Rates had the opposite path, as safe havens saw yields rise while Italian and Spanish bonds continued to fall with both falling by about 16 basis points on the day.

Commodities were also weaker despite the uncertainty in the dollar, as gold was flat and oil only added a few cents on the session. Investors did see, on the other hand, strong performances in some soft commodities, although wheat, corn, and sugar all fell in Wednesday trading (read Invest like Mitt Romney with these Three ETFs).

In ETF trading, volume took a slight step back across the board as lower-than-average trading levels were seen in a variety of assets. Activity was especially light in a number of commodity ETFs, although there was lackluster trading in a few major equity ETFs that target broad markets as well.

Particularly, ETF investors saw an outsized level of interest in the iShares MSCI Germany Index ETF (EWG) during Wednesday trading. ?The fund usually sees about 4.3 million shares change hands in a normal day, but over 22 million shares moved hands in mid-week trading (see The Comprehensive Guide to German ETF Investing).

The product looks to be in focus tomorrow as well with the ECB meeting, although it should be noted that investors are certainly feeling good about the fund as of late. In fact, EWG added about 0.7% today, helping to cancel out last week?s slump and suggesting that a decent day could be in store for the fund tomorrow as well.

Another fund which saw volume levels that exceeded norms was the iShares S&P Global Technology ETF (IXN). This fund usually does about 45,000 shares in volume in a normal day but saw roughly 10x that move hands in today?s session (also read Why SSDD is the Top Tech ETF).

The burst in volume came despite a pretty flat session overall for the fund, as the product lost about 0.1% on the day. Furthermore, many of the top holdings in the fund saw below-average volume days for their individual stocks, suggesting that a broad look at the sector was in vogue today as opposed to individual security selection, at least among some traders that look at the international tech space.
